Dr Thomas So JP, Chairman of eBRAM

Dr Thomas So is a partner of Grandall Zimmern Law Firm.  He advises on shareholders- and equity-related disputes, property-related litigation, libel litigation and media-related litigation work, and litigation and arbitration in the PRC. He represents banks and financial institutions, property developers and corporations as well as Chinese Mainland enterprises on securities- and equity-related disputes.

Thomas has acted as Arbitrator and Mediator in shareholders and other disputes and is on a number of panel of arbitrators in Asia. He has also acted as Deputy Judge at the District Court (18/11/2002-13/12/2002) and Temporary Deputy Registrar at the High Court (8/12/2003-10/1/2004). He is a China-Appointed Attesting Officer (appointed by the Ministry of Justice of PRC). He was the President of the Law Society of Hong Kong (6/2016 – 6/2018) and is a solicitor-advocate with rights to appear in the higher courts in Hong Kong.

Thomas was praised by The Legal 500 Asia Pacific 2010/2011 for providing "sound knowledge" and "practical solutions" to clients. Chambers Asia Pacific 2011 describes Thomas is "instrumental in many cross-border cases". Thomas speaks English, Cantonese and Mandarin.

Mr Ronald Sum JP, Vice Chairman of eBRAM

Ronald concentrates his practice in all areas of dispute resolution, specializing in digital financial disputes and China related matters, cross border disputes, complex commercial disputes, regulatory bodies investigations, sports related disputes, transportation (maritime, aviation, road and rail), international trade, insurance and reinsurance including export credit insurance, product liability and product recall, including arbitration, litigation, mediation and investigations.

Ronald is qualified as a solicitor in Hong Kong, England and Wales and Australia. He is a fellow member of the Hong Kong Institute of Arbitrators and the Chartered Institute of Arbitrators. He is the immediate past chairman of the International Chamber of Commerce: Arbitration and ADR Sub-Committee. He is also the council and appointments committee member of the Hong Kong International Arbitration Centre. In addition to being a member of the panel of arbitrators with various institutions, Ronald has acted both as counsel and arbitrator in administered arbitration proceedings including the ICC, HKIAC, LMAA, CIETAC, SCIA, SIAC, THAC, GAFTA/FOSFA etc. He has conducted arbitration matters in Hong Kong, China, London, United States, Australia and Singapore. Ronald is also an accredited mediator of HKMAAL, CIETAC and the Law Society of Hong Kong. Ronald has recently be appointed as an Investor State Mediator under the Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA). Ronald is a council member of the Hong Kong Mediation Council. He also sits on the Hong Kong Government Advisory Committee on the Promotion of Arbitration and the Hong Kong Steering Committee on Mediation. He is a member and chairman of the Public Education and Publicity Sub-committee. Ronald recently passed the examination for Hong Kong legal practitioners to practise law in the Greater Bay Area in the People’s Republic of China. Ronald is also the Vice-Chairman of the eBRAM International Online Dispute Resolution Centre. He has extensive experience in handling digital and commercial disputes.

Mr Albert Leung, Acting Chief Executive Officer of eBRAM

Mr Albert Leung is the Acting Chief Executive Officer of eBRAM, where he drives the organisation’s strategic vision, operational excellence, and continued growth as a pioneer in LawTech innovation and online dispute resolution centre. Under his leadership, eBRAM advances access to justice through secure, technology‑enabled arbitration, mediation, and deal‑making platforms that are shaping the future of cross‑border dispute resolution.

With over 30 years of executive experience in the engineering and technology sectors, Mr Leung brings a rare blend of senior leadership capability, deep technical expertise, and first‑hand dispute resolution experience. Prior to joining eBRAM, he held key leadership roles at PCCW Solutions, including Head of Application Development and General Manager of PCCW Solutions (Guangzhou) Limited. From 2010 to 2018, he oversaw the company’s solutions business across Mainland China, leading major development centres in Beijing, Shanghai, Guangzhou, Shenzhen, Xian, and Wuhan. Between 2019 and 2021, he further expanded his portfolio to cover IT application solutions across Greater China and the Asia Pacific region—spanning the Philippines, Singapore, Malaysia, Thailand, Indonesia, among others. His representation of the company in litigation cases in both Mainland China and Hong Kong provided him with valuable cross‑border dispute management insights, complemented by experience overseeing major engineering projects involving complex commercial contracts with arbitration mechanisms.

Since joining eBRAM, Mr Leung has spearheaded the development and evolution of the organisation’s flagship LawTech platforms—including the Online Dispute Resolution (ODR), Deal Making Portal, and the GBA Online Collaborative Platform—significantly expanding eBRAM’s caseload and international footprint. These platforms have earned notable recognition, including a Bronze Medal at the Special Edition 2022 Invention Geneva Evaluation Days and a Gold Award at the Office of the Privacy Commissioner for Personal Data’s Privacy Friendly Awards.

Mr Leung is highly regarded in the dispute resolution community. He is a Fellow of both the Chartered Institute of Arbitrators (FCIArb) and the Hong Kong Institution of Arbitrators (FHKIArb), a Chartered Engineer (CEng), an accredited Mediator and Arbitrator, and a Project Management Professional (PMP). He is listed on mediator and arbitrator panels across multiple dispute resolution institutions and has contributed to the field as a judge for the ICC International Mediation Competition (Hong Kong) and the Vis East Moot.

Beyond his professional achievements, Mr Leung plays an active leadership and advisory role in various organisations. He currently serves as Chairman of the Membership Development Committee of the Super Angel Network at the University of Hong Kong and previously chaired the Institution of Engineering and Technology (IET) Hong Kong Management Section. He is also a Professional Review Interviewer and International Professional Registration Advisor for the IET, a Vice President of the Project Management Institute (PMI) Hong Kong Chapter, and a Selection Board Member of the Vocational Training Council’s I&T Centre. His past service includes Vice Chairman roles in both the Hong Kong Chamber of Commerce in Guangdong and the PRD Council (Guangzhou/Fushan/Zhaoqing) of the Federation of Hong Kong Industries.

Mr Leung holds an LLM in Arbitration and Dispute Resolution, an MBA, an MSc in E‑Commerce & Internet Computing, and a BEng in Electronic Engineering.

林先生早年在香港創業,在1993年回到內地開拓市場,公司提供數字圖像方案給不同行業的客戶,包括動漫、設計、印刷、視頻、游戲等等,是早年在國內從事這個領域的少數從業者之一。在經過不同階段的合並和發展,公司最終並入香港的PacRim Technologies以及台灣的上奇科技,並於2001年在台灣公開發行。

2001年至2018年,林先生於Wacom公司擔任中國公司的CEO和全球EVP。Wacom是智能電子筆的全球領先者,在專業數字創意市場份額一度高達87%。林先生帶領團隊從零開始,在手寫板林立的中國市場樹立了今天牢固的品牌地位,成為CG用戶的不二之選。Wacom於2003年在日本東京上市,是日經400指數企業之一。

2019年至2021年,林先生加入漢王科技集團,參與了漢王和友基的合並工作,並先後成為子公司漢王友基和漢王容筆的聯合CEO,參與了XP-Pen和Xencelab品牌的運營,以及包括華為、字節跳動、OPPO、柔宇等客戶的項目。

林先生於2015共同創辦港京共創投資公司(HBCC),開始從事科技有關行業的早期投資,並且繼續活躍於北京和大灣區兩地,自2018年成為老鷹基金的Venture Partner,主攻AIoT電子產業,並且服務至今。

自2022開始,林先生專注於來自香港的科學項目在內地的孵化和加速,參與的項目包括紐諾智康AI醫療、愛上智能機器人、K&L Stablecoin、LightHouse、等等。

林先生熱心公益,關心社會,在2014年獲選中國香港(地區)商會會長,2016年任北京外商投資協會副會長。目前任北京市中華海外聯誼會及北京香港社團總會理事。

Mr Philip Tsang

Philip Tsang is a Consultant at Stevenson Wong & Co. and is a Guangdong-Hong Kong-Macao Greater Bay Area Lawyer with AllBright Law Offices (Shenzhen Office). He is a member of the Shenzhen Foreign-related Leading Lawyers Talent Pool.  Philip serves as a member of the Intellectual Property Committee of The Law Society of Hong Kong and a member of the Copyright Committee of the Asian Patent Attorneys Association (APAA). Additionally, he is the Co-Founder & CEO of Caretia, a company incubated at the Hong Kong Science Park, and currently serves as Vice President (Policy Affairs) of the Cyberport Startup Alumni Association. He has a strong interest in legal and technology issues arising from cross-border activities.

Ms Carol Liu

Carol is a business and tax expert with extensive working experience in Hong Kong, Mainland China and the UK for more than 25 years. She was a Partner of Ernst & Young and tax leader for key global accounts. She is the Immediate Past President of Taxation Institute of Hong Kong. She has strong technical, market development and communication skills, as well as strong network of Hong Kong, Mainland China and worldwide collaboration with enterprises, government authorities, professional bodies and different stakeholders.

Carol focuses on China, Hong Kong and international business and tax advisory for multi-national companies and domestic enterprises for both outbound and inbound projects, cross-border transactions and restructuring, including Asia Pacific, Europe and US regions, etc. Carol has extensive experiences in providing business and tax advisory and compliance support for various industries and involved in successful IPO cases, including FinTech, manufacturing and retailing, real estates, technology and ecommerce, finance institutions, media, energy, transportation and shipping, etc.

Familiar with local practice of government bodies of Mainland China and Hong Kong. Good working relationship with government authorities in Hong Kong and Mainland China.

Ms Patricia Fong

Ms. Patricia Fong is the unit head of Intellectual Property Management in the funding schemes division in Hong Kong Productivity Council (HKPC), leads the Intellectual Property (IP) team in implementing Patent Application Grant (PAG) and oversees the strategic operation of the Hong Kong Technology and Innovation Support Centre (HKTISC). Ms. Fong is qualified solicitors in both Victoria, Australia and Hong Kong. She has over 10 years’ IP advisory experience for multidisciplinary business, including insurance, finance, real estate, automobile, medical, education, fashion, finance, computer and media industries. Before joining HKPC, Ms. Fong worked as the legal adviser of a leading technology-powered retail financial services group, in which Ms. Fong has been advising the group in respect of IP matters in their legal tech, fintech and health tech projects. Further, she was also a legal practitioner in a top-tier international law firm.
