eBRAM Fully Supports the Policy Address in Advancing Hong Kong as an International Legal and LawTech Hub

The Chief Executive’s 2025 Policy Address outlines a strategic vision to consolidate Hong Kong’s position as an international legal services centre and a leading LawTech hub in the Asia-Pacific region. As a pioneering local LawTech company and a Hong Kong-based institution for arbitration, mediation and dispute resolution, eBRAM fully supports and is committed to facilitating the implementation of these policies.

 

Supporting the Development of an International Legal Hub

eBRAM welcomes the Government’s initiatives to establish the headquarters of the Hong Kong International Legal Talents Training Academy, introduce international legal and dispute resolution services institutions, and construct the Hong Kong International Legal Service Building adjacent to the IOMed headquarters, further strengthening Hong Kong’s capabilities and appeal as a regional legal services centre. eBRAM also supports the Government’s commitment to review the Arbitration Ordinance by 2026, ensuring Hong Kong’s arbitration regime aligns with the latest international developments and remains at the forefront of global standards.

 

Promoting LawTech and Mediation Professional Development

eBRAM endorses the Government’s efforts to enhance the accreditation and disciplinary systems for mediators, cultivate a pool of high-calibre, internationally-minded professionals to handle increasingly complex, cross-border disputes. In parallel, eBRAM supports the Policy Address’s emphasis on AI and data science development, and remains dedicated to digitising legal services such as mediation and arbitration to enhance efficiency and accessibility.

 

To transform policy into actionable outcomes, two key factors are essential: advanced, reliable, cost-cost-effective digital legal platforms, and the cultivation of multidisciplinary talent.

 

eBRAM continues to lead in integrating cutting-edge technologies — AI, big data, and blockchain — into online arbitration and mediation. In response to public concerns about building water seepage disputes, eBRAM partnered with the Agency for Volunteer Service to launch Hong Kong’s first pro-bono online mediation scheme for water seepage disputes. Citizens can simply apply via eBRAM’s platform and be matched with trained, independent volunteer mediators for a fair and expedient resolution.

 

As cross-border commercial activities become more digitised and complex, mediators must not only possess traditional skills but also navigate multilingual, multicultural, and multi-jurisdictional environments, while effectively utilising LawTech tools to enhance efficiency and accuracy. eBRAM will continue to leverage its expertise in LawTech by launching a range of professional training programmes, including the “eBRAM Certified Online Mediator Training Course” and “Accredited Professional Mediation Training Course” accredited by the Hong Kong Mediation Accreditation Association Limited (HKMAAL). By combining LawTech with practical training, eBRAM is committed to cultivating mediation professionals equipped to handle online cross-border disputes.

 

Enabling SMEs to Embrace Digital Trade and LawTech

Aligned with the Policy Address’s support for SMEs, eBRAM is committed to driving digital transformation among SMEs enterprises. Through its self-developed Deal Making Portal, eBRAM provides SMEs with one-stop professional support, including discovering potential partners and business opportunities, expanding cross-border operations, searching for bundled legal, accounting, and tax advisory services. These services assist SMEs in navigating potential risks and compliance challenges in cross-border transactions.

 

Looking ahead, eBRAM will further promote the adoption of smart contracts, blockchain-based record-keeping, and electronic signatures to enable seamless, trustworthy, and legally protected cross-border transactions, significantly enhancing transaction efficiency and risk management capabilities. By accelerating international collaboration and project development, eBRAM is committed to helping Hong Kong enterprises “go global” and seize emerging market opportunities.
