Launch of the Pilot Scheme on Sports Dispute Resolution

eBRAM is honoured to co-organise the launch ceremony of the Pilot Scheme on Sports Dispute Resolution (the Scheme) together with the Department of Justice (DoJ) and the AALCO Hong Kong Regional Arbitration Centre (AALCO-HKRAC). The event marks an important milestone in strengthening Hong Kong’s capability in fair, efficient, and technology-enabled sports dispute resolution.



Dr the Hon Horace Cheung Kwok-kwan, SBS, JP, Deputy Secretary for Justice and Chair of the Advisory Committee, and Miss Rosanna Law, JP, Secretary for Culture, Sports and Tourism, delivered the Welcome Addresses. Dr Cheung noted that as the sports industry continues to grow, disputes among stakeholders are sometimes inevitable. Establishing a dedicated mechanism for resolving sports disputes is therefore crucial to strengthening Hong Kong’s sports infrastructure and supporting the industry’s further development.



Miss Law highlighted that the Scheme not only addresses the current practical needs of the industry but also helps foster a healthier and more sustainable development environment, laying a solid foundation for the long-term development of sports in Hong Kong.



Following the Welcome Addresses, Dr Cheung; Mr Nick Chan, BBS, MH, JP, Director of AALCO-HKRAC; and Dr Thomas So, Chairman of eBRAM, signed the Memorandum of Understanding on the operation of the Pilot Scheme on Sports Dispute Resolution.



Under this arrangement, AALCO-HKRAC will manage the Scheme and provide institutional support for mediation and arbitration, while eBRAM will supply the technological infrastructure and operational support needed to run the Scheme, promoting wider adoption of LawTech and online dispute resolution services.

The programme featured two discussion sessions:

Panel 1 – “Navigating Sports Disputes: The Hong Kong Advantages”

Moderated by Mr Dennis Cai, Deputy Director, AALCO-HKRAC.

Panel 2 – “Ready for the Whistle: Industry Perspectives on a Smoother Sporting Future”
Moderated by Mr Ronald Sum, JP, Vice-Chairman of eBRAM; Council Member and Chairman of Sports Law Committee, The Law Society of Hong Kong; Panel of Arbitrators, Court of Arbitration for Sport (China, Hong Kong) and China Commission of Arbitration for Sport (China, Hong Kong). Distinguished speakers included: Mr Ron Lee, Director, Community Relations and Marketing, Hong Kong Sports Institute; Mr Hau Pak-sun, Member, Legal Committee of HKFA; Council Member, The Law Society of Hong Kong; Member, Advisory Committee on Sports Dispute Resolution, DoJ; Miss Juanita Mok, 2024 Hong Kong Ten Outstanding Young Person; 2024 4th World Taijiquan Championships Gold Medallist; AALCO (Sports AMed)



Closing remarks were delivered by Mr George Tsoi, JP, Commissioner for Sports, Culture, Sports and Tourism Bureau. He emphasised that the Pilot Scheme responds to industry needs, aligns with national development strategies, and will inject new momentum into Hong Kong’s sports industry.
