eBRAM Actively Responds to the Two Sessions Leveraging LawTech to Support Enterprises Going Global and Strengthen Hong Kong as a Foreign-related Rule-of-Law Hub

(Hong Kong, 12 March 2026) — The 2026 “Two Sessions” (the Fourth Session of the 14th National People’s Congress and the Fourth Session of the 14th National Committee of the Chinese People’s Political Consultative Conference) concluded successfully in Beijing on 12 March and 11 March respectively. During the meetings, various deputies and members put forward constructive proposals and motions on topics including strengthening Hong Kong’s development of foreign-related rule-of-law, building an international dispute resolution hub, promoting the application of artificial intelligence (AI) in the rule-of-law sector, and supporting Mainland enterprises in “go global”. Dr Thomas So JP, Chairman of eBRAM International Online Dispute Resolution Centre (“eBRAM”), Member of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and Hong Kong Legislative Council Member; Dr Johnny Ng MH JP, Director of eBRAM, Member of the National Committee of the CPPCC and Hong Kong Legislative Council Member; and Mr Peter Kung, Director of eBRAM and Member of the National Committee of the CPPCC, also attended the meetings as part of the Hong Kong delegation, where they studied in depth and helped implement the country’s important plans for high-quality development. eBRAM stated that it will actively align with the relevant policies of the Country and the HKSAR, and support Hong Kong in playing a more proactive role in the Nation’s high-standard opening-up to the world.

Supporting the Strengthening of Foreign-related Rule-of-Law and Consolidating Hong Kong’s Position as a Hub

During the Two Sessions, several deputies proposed the “strengthening of Hong Kong’s foreign-related rule-of-law and building Hong Kong as the international dispute resolution hub”, clearly supporting Hong Kong’s role in leveraging the advantages of its common law system and internationalisation, and in playing a vital role in the Nation’s foreign-related rule-of-law efforts. eBRAM welcomes the Central Government’s and the HKSAR Government’s continued investment in legal infrastructure, including supporting Hong Kong in developing into an international legal and dispute resolution services centre, establishing a new international arbitration centre in the Hetao area, and promoting the alignment of judicial rules within the Guangdong–Hong Kong–Macao Greater Bay Area. As an arbitration, mediation and dispute resolution institution rooted in Hong Kong and a leading LawTech company, eBRAM has long been committed to promote the development of online arbitration, mediation and other dispute resolution services through innovative technologies, in close alignment with the national direction of strengthening foreign-related rule of law. eBRAM believes that, under the unique advantages of the “One Country, Two Systems” framework and with the empowerment of LawTech, Hong Kong’s attractiveness and competitiveness as a regional centre for legal and dispute resolution services will be further enhanced.

Assisting Enterprises to “Go Global” and Supporting the Internationalisation of Professional Services

As one of the hot topics at the Two Sessions, many deputies and members proposed using Hong Kong as a platform to expand into global markets and supporting Mainland enterprises in “go global”. Looking ahead, eBRAM will actively support the development of the Department of Justice’s “Hong Kong Professional Services GoGlobal Platform” and will encourage Chinese Mainland and local small and medium-sized enterprises to adopt eBRAM’s proprietary Deal-Making Platform (DMP). Through DMP, eBRAM will provide one-stop professional support, helping parties to connect with legal, accounting, tax and other professional service resources, assisting enterprises in addressing potential risks and compliance challenges in cross-border transactions, accelerating international cooperation and project development, and helping enterprises seize development opportunities in emerging markets.

Supporting the Expansion of “Hong Kong-Invested Enterprises Adopting Hong Kong Law” and “Hong Kong-Invested Enterprises Choosing Arbitration Seated in Hong Kong”

As the applicable scope of "allowing Hong Kong-invested enterprises to adopt Hong Kong law" and "allowing Hong Kong-invested enterprises to choose for arbitration to be seated in Hong Kong" is progressively extended to the nine Mainland cities in the Guangdong–Hong Kong–Macao Greater Bay Area and to pilot free trade zones which will further advance the alignment of judicial rules in the region. eBRAM will fully leverage the strengths of its LawTech platforms, assist Hong Kong-invested enterprises in complying with the new requirements already at the contract-signing stage, avoiding disputes arising from inadequately drafted clauses through DMP. In the event of a dispute, enterprises can directly commence arbitration or mediation proceedings conducted in Hong Kong via eBRAM’s online dispute resolution (ODR) services, thereby realising a seamless, end-to-end online service from contract signing to dispute resolution. In addition, the GBA Online Dispute Resolution Collaborative Platform, initiated and led by eBRAM, is actively supporting the Government’s development of a legal information platform and a dispute resolution professionals’ platform. This will provide Hong Kong-invested enterprises with efficient and convenient online dispute resolution services and further consolidate Hong Kong’s central role in the rule-of-law development of the Greater Bay Area.

Promoting Foreign-related Rule-of-law AI Models and Cultivating Interdisciplinary Talent

During the Two Sessions, the Work Report of the Supreme People’s Court explicitly called for “making good use of technology to empower the judiciary”, “prudently developing AI auxiliary case-handling systems” and strengthening efforts to combat cybercrime. Many deputies also put forward concrete proposals on “promoting AI models for foreign-related rule of law and talent development”. As a pioneer in LawTech, eBRAM has been actively exploring applications of large AI models for foreign-related rule of law in the field of dispute resolution. Through its ODR platforms, eBRAM already provides arbitrators, mediators and legal professionals with efficient online solutions. In terms of talent development, eBRAM will continue to offer professional training programmes, including the “AI Governance & Online Dispute Resolution (ODR) Masterclass” and the “Hong Kong Data Talent Training Programme”, to proactively nurture mediation and dispute resolution professionals who are capable of handling cross-border disputes, expand the pool of foreign-related rule-of-law talent for the country, and respond to the national strategy of “strengthening foreign-related rule-of-law work”.
