eBRAM’s Deal Making Portal Launches “GoGlobal eHub” Helping Chinese Mainland and Hong Kong-Invested Enterprises Connect with Hong Kong Professional Services and Expand Internationally

(Hong Kong, 26 March 2026)eBRAM International Online Dispute Resolution Centre (“eBRAM”), an independent, not-for-profit arbitration and mediation institution established with the support of the Hong Kong Special Administrative Region (HKSAR) Government, today officially announced the launch of a new interface under its Deal Making Portal (DMP) — the “GoGlobal eHub”. The launch ceremony was held today and marking the official debut of the first digital business-matching platform that integrates LawTech with Hong Kong’s professional services to support enterprises “going global”. The event brought together over 100 representatives from the legal, professional services, innovation and technology, and SME support sectors to witness this important milestone, which fully responds to strategic priorities set out by the Nation and the HKSAR Government.

The ceremony was officiated by Dr Thomas So JP, Chairman of eBRAM, and witnessed by Ms Zhang Yumei, Deputy Director-General of the Department of Law of the Liaison Office of the Central People’s Government in the HKSAR, underscoring the high level of recognition and support for eBRAM’s use of LawTech to advance enterprises’ global expansion strategy.

The launch was also supported by Dr Cheung Kwok-kwan, SBS, JP, Deputy Secretary for Justice of the HKSAR Government, who delivered remarks by video, “China’s 15th Five-Year Plan clearly supports Hong Kong to develop itself as a hub for international legal and dispute resolution services in the Asia-Pacific area, and that the HKSAR Government has set out in the Policy Address and the Budget the need to strengthen Hong Kong’s strategic positioning as a platform for enterprises ‘go global’, and to promote the development of ‘The Hong Kong Professional Services GoGlobal Platform’. The official launch of the GoGlobal eHub under eBRAM’s Deal Making Portal is an exemplary response to this policy direction, efficiently connecting Hong Kong’s legal, accounting and tax professional services with the internationalisation needs of Chinese Mainland enterprises, while providing SMEs with a safe, transparent and convenient digital channel to expand overseas steadily and further consolidating Hong Kong’s role as an international legal and dispute resolution hub.”

Integrating LawTech and Professional Services, a Digital Bridge Connecting SMEs with Hong Kong Professional Services

The GoGlobal eHub of the DMP is designed to provide Chinese Mainland SMEs seeking overseas expansion with a one-stop digital channel to connect with Hong Kong professional services, comprehensively addressing practical needs across different stages of cross-border transactions.

At the initial matching stage, the platform features an e-directory of professional services, bringing together Hong Kong’s “GoGlobal Master” with hands-on cross-border experience in legal, accounting, tax and business advisory services. Enterprises can filter potential partners by industry and expertise. The platform also provides identity and trust-building tools, including Legal Entity Identifier (LEI) application services, Hongkong Post e-Cert, and PRC company credit reports, to support verification and help establish transaction trust.

To address cross-border language barriers, the platform’s AI-enabled video conferencing function offers real-time interpretation and transcription, supporting more than 25 languages, with instant transcription into English and Chinese and exportable meeting records, enabling enterprises to conduct discussions smoothly without incurring high interpretation costs.

During contract negotiation and execution, the platform provides bilingual Chinese-English standard contract templates that incorporate Hong Kong law elements and eBRAM dispute resolution clauses, helping SMEs draft cross-border agreements. The platform’s e-signature function is recognised in both Hong Kong and Chinese Mainland, supported by blockchain-based signing trail tracking, providing greater legal certainty and significantly reducing contract execution time and costs. The document translation function further enables efficient translation of contracts and supporting documents into multiple languages to reduce misunderstanding risks.

At the implementation stage, eBRAM’s Online Dispute Resolution platform is seamlessly connected with the DMP, providing enterprises with an efficient dispute resolution mechanism. As the application scope of “allowing Hong Kong-invested enterprises to adopt Hong Kong law” and “allowing Hong Kong-invested enterprises to choose for arbitration to be seated in Hong Kong” continues to expand to the nine Chinese Mainland cities in the Greater Bay Area and Free Trade Zones, eBRAM will fully leverage LawTech to help Hong Kong-invested enterprises meet relevant requirements at the contracting stage. Should disputes arise, enterprises may directly initiate arbitration or mediation in Hong Kong via the ODR platform, achieving a one-stop online service spanning from contract signing to dispute resolution.

This is fully aligned with the Nation’s strategic direction in supporting Hong Kong as an international legal and dispute resolution services centre, as well as the HKSAR Government’s policy objectives in promoting LawTech adoption.”

Bringing Together Industry Expertise and Building a Trusted CrossBorder Transaction Ecosystem

Following the launch ceremony, a panel discussion titled “GoGlobal Master Leading the Way: From Deal Facilitation to Dispute Prevention — Building Trust and Risk Management in Cross-Border Transactions” was held and moderated by Mr Albert Leung, Acting Chief Executive Officer of eBRAM. The discussion brought together experts from the legal, technology, accelerator, intellectual property and tax sectors, including Mr Philip H.M. Tsang, Co‑founder and Chief Executive Officer of Caretia; Mr Albert Lam, Founder and Chief Executive Officer of Novelte Robotics Limited; Mr Tom Lam, Founder of AiXel-Labs; Ms Patricia Fong, Head of Intellectual Property Management of Hong Kong Productivity Council; Ms Keren Leung, Vice President of Certizen Technology; and Ms Carol Liu, Principal of Supreme Genius Consulting. The speakers analysed common challenges faced by enterprises in cross‑border transactions from different perspectives, shared response strategies, and affirmed the key role of the GoGlobal eHub in building transaction trust and enhancing risk management efficiency.

Mr Ronald Sum JP, Vice Chairman of eBRAM, also said in his closing remarks that the launch of the “GoGlobal eHub” under the Deal Making Portal will bring together professional expertise to enable enterprises to connect, with a single click, to a trusted network of professional support. He emphasised that the launch of the GoGlobal eHub marks only the beginning, and called on professional institutions across sectors to actively participate in the platform’s development, working together to support enterprises in advancing steadily into international markets.

Fully Aligning with National and HKSAR Policies and Strengthening Hong Kong’s ForeignRelated Rule of Law Hub Through LawTech

During this year’s National Two Sessions, representatives and committee members put forward a number of constructive proposals on strengthening Hong Kong’s foreign-related rule of law, developing Hong Kong as an international dispute resolution hub, promoting the application of artificial intelligence in the legal sector, and supporting Chinese Mainland enterprises in “go global”. In parallel, the HKSAR Government’s Budget published in February this year set out measures to consolidate Hong Kong’s position as an international legal and dispute resolution services hub, including plans to develop the Hong Kong International Legal Service Building, attract international legal and dispute resolution institutions to establish a presence in Hong Kong, and promote the development of the Hong Kong Professional Services GoGlobal Platform. As a leading local LawTech institution and a Hong Kong-rooted arbitration and mediation body, eBRAM will continue to promote online arbitration, mediation and other dispute resolution services through innovative technology, fully aligning with national priorities and the HKSAR Government’s policy direction.
