(Hong Kong, 26 February 2026) — In response to the series of initiatives announced by the Hong Kong Special Administrative Region (HKSAR) Government yesterday (25 February) in its Budget to further consolidate Hong Kong’s position as an international legal and dispute resolution services centre, including the planned development of the Hong Kong International Legal Service Building, efforts to attract international legal and dispute resolution services institutions to establish offices in Hong Kong, enhancements to the regulatory framework for accreditation and disciplinary matters of the mediation profession in Hong Kong, and the launch of the Pilot Scheme on Sports Dispute Resolution, eBRAM International Online Dispute Resolution Centre (“eBRAM”) expresses its full support. It will actively cooperate in the implementation of related policies, and contribute to the advancement of digitalisation and internationalisation of Hong Kong’s legal and dispute resolution services.
Supports Development of New International Legal Hub Landmark
The Budget clearly states that the Department of Justice (DoJ) is preparing to develop the “Hong Kong International Legal Service Building”, with the aim of establishing it as a new landmark international legal hub. The building will become the headquarters of the Hong Kong International Legal Talents Training Academy and home to international legal and dispute resolution services institutions. eBRAM is pleased to see the Government’s continued investment in legal infrastructure and trusts that this will significantly enhance Hong Kong’s attractiveness and competitiveness as a regional centre for legal and dispute resolution services. Meanwhile, the establishment of the Asia‑Pacific Liaison Office of the International Institute for the Unification of Private Law (UNIDROIT) in Hong Kong this year will further enhance Hong Kong’s unique position and strengths in the international legal community.

Fully Supports Institutionalised Development of Mediation Profession Continues to Nurture Legal and Dispute Resolution Talent
The Budget also proposes to strengthen the regulatory framework for accreditation and disciplinary matters pertaining to the mediation profession in Hong Kong, which will take forward the legislative exercise this year. eBRAM fully endorses the Government’s efforts to enhance accreditation and disciplinary matters for the mediation profession, with the aim of cultivating a high-quality pool of mediators in Hong Kong who possess an international perspective, strong professional ethics and the ability to address increasingly diverse and international disputes. eBRAM will continue to promote the digitalisation of mediation services, leveraging artificial intelligence and online platforms to improve the efficiency and accessibility of mediation processes.
In terms of talent cultivation, eBRAM will further leverage its expertise in LawTech to offer a range of professional training courses, including the “Accredited Professional Mediation Training Course” which is accredited by the Hong Kong Mediation Accreditation Association Limited (HKMAAL), as well as the “eBRAM Certified Online Mediator Training Course”, the “AI Governance & Online Dispute Resolution (ODR) Masterclass”, and the “Hong Kong Data Talent Training Programme”. By integrating LawTech with practical training, these courses aim to cultivate a mediation profession that is capable of addressing cross-border disputes. Together with the professional practical training provided by The Hong Kong International Legal Talents Training Academy for participants from various places, we will jointly strengthen and expand the talent pool for legal and dispute resolution in Hong Kong.
Synergetic Development Through the Professional Services GoGlobal Platform Supporting Mainland Enterprises to “Go Global”
The Hong Kong Professional Services GoGlobal Platform initiated by the DoJ was officially launched at the end of last year to collaborate with cross-professional services sectors in supporting Mainland enterprises to “go global” with Hong Kong as their preferred platform. eBRAM has already been providing one-stop professional support for small and medium-sized enterprises (SMEs) through its self-developed Deal-making Platform (DMP). DMP assists different parties connect with professional service resources, such as legal, accounting and taxation, helping SMEs address potential risks and compliance challenges in cross-border transactions. Moving forward, eBRAM will actively collaborate on the development of the “GoGlobal Platform” and promote the adoption of technologies provided by the DMP, such as cross-border business-matching, standardised contract templates, and legally compliant digital signatures for Mainland and Hong Kong enterprises. This will facilitate seamless, trustworthy and legally protected cross-border transaction processes, enhance transaction efficiency and risk management capabilities, accelerate international cooperation and project development, and help enterprises explore opportunities in emerging markets.
Facilitates Development of an International Centre for Sports Dispute Resolution
eBRAM also warmly welcomes the Budget’s vision to position Hong Kong as an international centre for sports dispute resolution. Leveraging its unique role as the technology provider appointed by the DoJ for the Pilot Scheme on Sports Dispute Resolution (“Pilot Scheme”), eBRAM is deploying its self-developed one-stop ODR platform to provide efficient and convenient online solutions tailored for sports disputes, which are often time-critical and highly specialised. On 11 and 25 February, eBRAM organised two sessions of the Certified Online Dispute Resolution Training Course (Pilot Scheme on Sports Dispute Resolution Special Session). Through these courses, participants quickly mastered operation of the online system, building the essential technical foundation for managing future cross-border, complex, or time-critical sports disputes. As the technology provider for the Pilot Scheme, eBRAM firmly believes that technology enhances the efficiency of dispute resolution, empowering arbitrators, mediators and sports professionals with greater confidence and capability to address increasingly complex sports disputes. eBRAM will fully support the implementation of the Pilot Scheme, contributing to the refinement of Hong Kong’s sports dispute resolution framework and promotion of sustainable development of the sports industry.
