Addressing water seepage disputes in Hong Kong requires more than technical expertise. It also requires a practical, constructive, and dialogue-based approach to conflict resolution.
On 3 May 2026, Ir Albert Leung FCIArb FHKIArb MHKIoD MHKIE MIET CEng PMP® Acting Chief Executive Officer of eBRAM, shared his insights at the community seminar “Water Seepage Pain Points: What’s Next?” held at Lee On Community Hall.
As building water seepage remains a common challenge for many residents in Hong Kong, the seminar highlighted the importance of moving beyond lengthy litigation and exploring more efficient, rational, and neighbourly solutions.
Key takeaways from the seminar included:
Integrated resolution approach
Effective handling of water seepage disputes requires both professional technical investigation to identify the source of seepage and structured mediation to resolve liability and settlement issues.
Mediation as a practical alternative
Compared with traditional court proceedings, mediation can provide a more efficient and cost-effective way for neighbours to reach amicable agreements while preserving long-term relationships.
Technology-enabled access to dispute resolution
Through online dispute resolution and digital tools, residents can access professional support more conveniently, reducing barriers to resolving disputes.
Collaborative support from stakeholders
With support from the Joint Office formed by the Food and Environmental Hygiene Department and the Buildings Department, technical findings can better support the mediation process and facilitate practical outcomes.
To further support Hong Kong homeowners, eBRAM continues to promote the Pro Bono Water Seepage Dispute Online Mediation Scheme. The two-year initiative, launched in collaboration with the Agency for Volunteer Service and supported by the Joint Office, provides a free Online Dispute Resolution platform to help citizens resolve water seepage disputes through mediation.
By leveraging LawTech, eBRAM is committed to providing the community with a more accessible, sustainable, and dialogue-based path to dispute resolution, contributing to a more harmonious living environment.
