eBRAM Supports Tai Po Fire-Affected Families Partners with Agency for Volunteer Service to Offer Free Dispute Resolution Services

9 December 2025

(Hong Kong, 9 December 2025)eBRAM International Online Dispute Resolution Centre ("eBRAM"), an independent not-for-profit arbitration and mediation institution established with the support of the Hong Kong Special Administrative Region Government, today announced a partnership with the Agency for Volunteer Service (“AVS”) to launch the one-year "Tai Po Fire Pro Bono Dispute Resolution Scheme." Through eBRAM's Online Dispute Resolution (ODR) platform, the scheme provides free mediation services to affected residents and stakeholders, enabling peaceful, professional, and efficient resolution of disputes arising from the incident to foster community harmony and rebuilding.

Pro Bono Dispute Resolution: Technology + Professional Volunteer Teams

The scheme leverages eBRAM's ODR platform, integrating video conferencing, secure document management, and e-signing features. This allows disputing parties to participate safely anytime, anywhere without face-to-face contact, reducing antagonism and significantly shortening resolution times.

AVS will assemble a cross-disciplinary team of pro bono mediators, covering legal, engineering, and property management expertise, to deliver free services. These address fire-related disputes such as compensation, tenancy, repairs, and management issues, ensuring fair and reasonable outcomes for affected individuals.

Dr. Thomas So, JP, Chairman of eBRAM International Online Dispute Resolution Centre, said: "The Tai Po fire is a tragic community event. eBRAM extends deepest condolences to all affected residents and families. Through this pro bono scheme, we aim to help residents resolve disputes efficiently and peacefully using lawtech, partnering with the legal sector to make professional volunteer services immediately accessible and fostering mutual support."

Ms. Melissa Pang, BBS, MH, JP, Chairman of the Agency for Volunteer Service, said: "The power of volunteers lies in combining expertise with empathy. We thank every pro bono mediator and lawyer for their selfless dedication, enabling this initiative to take root and deliver real change for fire victims. We will continue connecting more professionals to promote a 'harmony-first' culture, helping communities build resilience amid adversity."

Full Support for Law Society's Free Legal Hotline

One of eBRAM's founding members, The Law Society of Hong Kong, has swiftly established an "Emergency Free Legal Helpline for Tai Po Tragic Fire" (2840 1011), offering up to 45 minutes of initial free advice from pro bono lawyers. eBRAM expresses sincere appreciation for The Law Society and volunteers' professional commitment and prompt action.

eBRAM's lawtech platform will fully support this with video systems and multi-language communication tools, ensuring citizens access timely, professional legal advice conveniently.

United in Mutual Support

During this challenging time, eBRAM will continue collaborating with the Agency for Volunteer Service, The Law Society of Hong Kong, and community partners, deploying lawtech to aid frontline professionals, help residents rebuild lives, promote harmony-first values, and stand together.
