eBRAM and HDRC Sign Memorandum of Understanding to Launch “eBRAM-HDRC Joint Healthcare Dispute Resolution Scheme” and Advance Digitalisation of ServicesIntegrating Online Dispute Resolution Platform with Professional Healthcare Network to Provide Healthcare Dispute Resolution Services in Hong Kong, Chinese Mainland and Overseas

(Hong Kong, 2 February 2026) — eBRAM International Online Dispute Resolution Centre (“eBRAM”), an independent, non-profit arbitration and mediation institution established with the support of the Hong Kong Special Administrative Region Government, today announced the signing of a Memorandum of Understanding (“MoU”) with Healthcare Dispute Resolution Centre Limited (“HDRC”) to officially launch the “eBRAM–HDRC Joint Healthcare Dispute Resolution Scheme” (the “eJHDR Scheme”). The collaboration marks a new chapter in leveraging LawTech and professional networks to enhance healthcare dispute resolution services in Hong Kong, Chinese Mainland and overseas.
The collaboration on eJHDR Scheme aims to address the growing demand for healthcare dispute resolution services. By integrating eBRAM’s internationally recognised online dispute resolution (ODR) platform with HDRC’s extensive professional network and experience in resolving healthcare disputes, the parties will develop a dedicated online mechanism for healthcare-related disputes, thereby fostering communication, understanding and amicable settlement between healthcare service providers and patients.
Professional Collaboration: Leveraging LawTech to Resolve Healthcare Disputes and Enhance Efficiency and Transparency
As Hong Kong’s only platform recognised under the APEC Collaborative Framework for Online Dispute Resolution of Cross-Border Business-to-Business Disputes, eBRAM has been committed to deploying innovative LawTech, including blockchain and artificial intelligence, to enhance the scope, quality and efficiency of arbitration and mediation services. Under the eJHDR Scheme, eBRAM will provide and operate a secure and efficient online dispute resolution platform and dispute resolution clause framework, and will administer cases received from or referred to by HDRC, to ensure that the dispute resolution process is convenient, fair and transparent.
HDRC will be responsible for promoting the eJHDR Scheme and its services, and will actively establish and maintain the connection with the Hospital Authority, the Health Bureau, the Department of Health, medical and healthcare service organisations, pharmaceutical and health product companies, healthcare professional bodies, patient organisations, insurers and other relevant authorities. HDRC will also encourage its members, affiliates and other stakeholders to adopt a dispute resolution clause in their contracts and agreements. Any disputes arising from or relating to such contracts and agreements will be submitted to eBRAM for mediation or arbitration in accordance with the laws applicable to the Hong Kong Special Administrative Region.
In addition, eBRAM and HDRC will collaborate on providing professional training for relevant stakeholders on handling medical and healthcare disputes, strengthening their ability to use online platforms for dispute resolution and further safeguarding service quality and patients’ rights and interests.
